In 1996, when the capture of career criminal Simon Phoenix goes awry at the hands of L.A.P.D. Sgt. John Spartan, both men are punished and incarcerated in the city's new "California Cryo-Penitentiary"facility, and it is up to a recently thawed Spartan in the future, to rejoin society and hunt for the real killer.
