During the rage of Hurricane Katrina, Detective Andy Devereaux (Val Kilmer) discovers the body of his former partner in a close to underwater warehouse. Quickly forgetting about his discovery, he joins a newly transferred detective named Stan Johnson (50 Cent) trying to end a conflict involving looters.
